It was not deemed safe, so the event is prohibited by the governing powers.

At the same time the Cannes Film Festival goes ahead.
Weird?
A mostly indoor-event like a film festival, as opposed to a mostly outdoor event like Wheels and Waves..
Politics? Prestige?
